Police and city inspectors described the victim’s path

Department of Buildings inspectors and forensic engineers determined that the man had been walking from the rear yard of a neighboring property when he was fatally injured. EMS pronounced him dead at the scene, according to the NYPD account reported by QNS.

Police said the vehicle operator remained at the scene, and the NYPD Highway District’s Collision Investigation Squad was investigating.

DOB found illegal work but separated it from the fatality

QNS reported that the Department of Buildings determined the fatality was not construction-related and not within the department’s jurisdiction.

DOB inspectors found that the home where the incident occurred had undergone extensive gut demolition without DOB approvals and permits. The department issued a full stop-work order and violations to the owner for illegal work without a permit, failure to maintain the property, and failure to maintain proper housekeeping; a DOB spokesman said those enforcement actions were related to the unpermitted demolition work, not the fatal incident outside the home.
