NYPD’s 19th Precinct, which includes the Upper East Side-Lenox Hill-Roosevelt Island, Upper East Side-Carnegie Hill, and Upper East Side-Yorkville areas, and Manhattan CB8. It overlaps parts of Council Districts 4 and 5; Assembly Districts 68, 73, and 76; and State Senate Districts 28 and 29.

We used NYC Open Data’s Motor Vehicle Collisions datasets (Crashes h9gi-nx95, Persons f55k-p6yu, Vehicles bm4k-52h4), filtered to Police Precinct 19 and the window 2022-01-01 through 2025-09-04. We counted deaths and injuries from the Persons table, and cross‑checked crash totals with the Crashes table. Data was accessed Sep 4, 2025. How we calculate this

We calculate these costs using a method developed by the National Highway Traffic Safety Administration, or NHTSA. It gives one set of costs for crashes with injuries and another for crashes with no reported injuries.

Crashes with injuries cost much more because the method includes things like lost work, medical care, and long-term harm. NHTSA says crash costs include "lost productivity, medical, legal and court costs, emergency service, insurance administration, congestion, property damage, and workplace losses."

These are estimates, not bills. "Other harm" is the part of the broader estimate that goes beyond direct bills and insurance claims. It captures pain, disability, and lost quality of life.
